Ukraine–Thailand Relations: From Geographical Distance to Strategic Synergy

The history of relations between Ukraine and the Kingdom of Thailand is a chronicle of gradual transformation—moving from formal diplomatic recognition toward a profound technological and economic partnership. Despite the 7,000 kilometers separating the two nations, the past three decades have proven that shared interests in global food security, defense technology, and the digital economy are capable of bridging any distance.

Stage 1. Establishing the Diplomatic Framework (1992–2004)

This period served as the cornerstone upon which the architecture of interstate dialogue was constructed. Moving beyond the formal recognition of independence, both parties transitioned toward establishing full-scale diplomatic missions and ratifying foundational economic agreements.

1.Recognition and Establishment of Relations (1992). The Kingdom of Thailand officially recognized the independence of Ukraine in 1992. Just a few months later, in summer of 1992, diplomatic relations were formally established at the embassy level through the signing of a Joint Protocol.

2.Institutionalization - оpening of the Embassy (2002). During the first decade, Ukraine's interests were represented on a non-resident basis (accreditation by proxy). A turning point occurred in October 2002, when a fully functional Embassy of Ukraine commenced operations in Bangkok. This milestone enabled a transition from sporadic contacts to daily coordination and direct support for business initiatives.

Political relations significantly strengthened following the opening of the Embassy of Ukraine in the Kingdom of Thailand. A crucial step in their development was the official visit of the President and representatives of the Ministry of Foreign Affairs (MFA) of Ukraine to Thailand in March 2004. On March 10, an intergovernmental agreement on air services was signed. On the same day, the MFAs of both countries signed the 'Protocol on Consultations and Cooperation between the Ministry of Foreign Affairs of Ukraine and the Ministry of Foreign Affairs of the Kingdom of Thailand', which provided for further collaboration across various sectors

The Architecture of Intergovernmental Cooperation

According to the Ambassador Extraordinary and Plenipotentiary to the Kingdom (2004–2008), cooperation with Thailand was recognized by Kyiv as one of the top priorities of Ukrainian foreign policy in Southeast Asia. The partnership with Thailand is of significant importance to Ukraine and vice versa; therefore, both parties are committed to making every effort to maintain these valuable ties.

This period proved decisive for the legal formalization of key cooperation areas, ranging from tourism and financial oversight to global security.

1. March 2004 - Foundation of Humanitarian Ties. The active phase of humanitarian rapprochement began on March 24, 2004, with the official approval of the Intergovernmental Agreement on Cooperation in the Field of Tourism. This decision laid the legal groundwork for the future liberalization of travel and increased cultural exchange between the two nations.

2. September 2004 -  Economic and Fiscal Security. A critical milestone for the business community was the ratification of the Convention for the Avoidance of Double Taxation on September 22, 2004 . Having been initially approved in July of that year, the document became the primary instrument for protecting cross-border investments and preventing fiscal evasion.

3. Global Security and UN Coordination. A distinct vector was established through coordination within international institutions. In October 2004, Kyiv hosted a delegation of Thai diplomats for consultations regarding the Convention on the Prohibition of Anti-Personnel Mines. Ukraine, a co-author of this document, officially ratified it in 2005. Furthermore, both states joined forces under the Swedish-led initiative, the "Network of Leaders in Support of UN Reform" . Notably, on April 24–25, 2006, Ukraine’s Deputy Minister for Foreign Affairs, V. Khandohiy, represented the country at the network's second high-level meeting in Bangkok.

4. July 2005 - Financial Integrity and Anti-Money Laundering. Bilateral cooperation expanded into the realm of financial security on July 19, 2005, with the signing of a Memorandum of Understanding between the State Financial Monitoring Committee of Ukraine and the Thai Anti-Money Laundering Office (AMLO). This agreement facilitated a direct information exchange channel to identify and combat suspicious financial activities.

5. December 2005  -  The Birth of Defense Cooperation. The foundation for what would become the most extensive sector of bilateral relations was laid on December 21, 2005. An official order was signed to finalize the Agreement between the Cabinet of Ministers of Ukraine and the Government of Thailand on Military-Technical Cooperation .

A significant event in the history of Ukrainian-Thai relations was the official opening of the Honorary Consulate of the Kingdom of Thailand in Ukraine in May 2008.

A significant event in the context of bilateral relations was the political consultations between the MFAs of both countries, held in Kyiv on September 9, 2009. This meeting saw the implementation of the inaugural session regarding the 2002 agreement on the establishment of the Joint Intergovernmental Ukrainian-Thai Commission on Bilateral Cooperation.

Economic Diplomacy and Expanding Trade Horizons

The year 2010 became pivotal for the development of trade and economic relations between the nations, marked by the approval of the draft "Trade Agreement between the Government of Ukraine and the Government of the Kingdom of Thailand." This document laid the foundation for the subsequent legal codification of the commercial interests of both countries.

A new chapter in relations opened on June 5, 2017, during the official visit of the Minister of Foreign Affairs of Ukraine to Thailand. The negotiations focused on ways to deepen interaction within international organizations, as well as prospects for developing practical cooperation. The primary outcome of the meeting was the official signing of the Trade Agreement between the Government of Ukraine and the Government of the Kingdom of Thailand, which finalized the legal framework for business operations.

The conclusion of this agreement with Thailand—Ukraine's primary trading partner in Southeast Asia—opened additional opportunities for pragmatic cooperation. As of 2016, bilateral trade turnover exceeded $600 million, with Ukraine maintaining a positive trade balance of $255 million. These figures highlight the mutually beneficial nature of the ties, particularly in the defense and agricultural sectors. The Ukrainian side views these relations as strategic and seeks to elevate them to a higher level based on parity and mutual development.

According to Ukrainian government decisions in 2017, Thailand was officially included in the list of strategically attractive markets for domestic exports. This led to tangible results: in 2019, the Kingdom ranked 9th among countries with the most dynamic growth in Ukrainian exports. Even during the challenging pandemic year of 2021, the volume of Ukrainian goods supplied showed an increase of 36.7%, with agricultural products (71.9% of the total) and ferrous metals (46.3%) playing a dominant role.

December 16, 2021, marked another significant date for deepening the economic dialogue between the two nations. On this day, a Memorandum of Understanding was signed between the Council of Exporters and Investors under the Ministry of Foreign Affairs of Ukraine and the Board of Trade of Thailand. This document serves as a practical tool for direct interaction between private sector representatives from both states.

A distinct high-tech vector of relations has been the space industry. As early as 2008, the Ukrainian "Dnipro" launch vehicle successfully placed the first Thai Earth observation satellite, THEOS, into orbit. In 2021, this cooperation gained fresh momentum through the establishment of direct interaction between the State Space Agency of Ukraine and the Thai Geo-Informatics and Space Technology Development Agency (GISTDA). This highlights the transition from simple trade to the exchange of critical technologies.

The current stage of relations is characterized by the search for new growth models. Ukraine is exploring opportunities to participate in projects within Thailand’s special economic zone, the Eastern Economic Corridor (EEC). Such partnership under the "Thailand 4.0" plan creates unique conditions for attracting investments that can be directed not only toward the development of the Asian region but also toward the future technological recovery of the Ukrainian economy.

Taking into account Thailand's high nominal GDP, the rising income of the local population, and the stable socio-economic situation in the country, Thailand stands as an important partner for Ukraine among the nations of the Southeast Asian region.

According to the State Customs Service of Ukraine, in 2024, the trade turnover between Ukraine and Thailand exceeded $449 million, with a trade deficit of $105 million. Ukrainian exports to Thailand amounted to $172 million, while imports totaled $277 million.

During the period from January to June 2025 inclusive, the trade turnover between Ukraine and Thailand amounted to $135 million (exports – $11.4 million, imports – $123.2 million).

In 2024, the largest import categories included: motor vehicles for the transport of goods; marine animals and fish products; passenger cars, motorcycles, and other motor vehicles; electronic integrated systems; automatic data processing machines and units thereof; tires; rice; household appliances; jewelry, and other goods

Humanitarian Solidarity and Thailand’s Position After 2022

Following the start of Russia's full-scale invasion of Ukraine in February 2022, Thailand demonstrated clear support for the principles of international law and territorial integrity. The Kingdom voted in favor of key UN General Assembly resolutions condemning the aggression against Ukraine. Bangkok's stance served as a vital signal of solidarity within the Southeast Asian region, reaffirming a commitment to the UN Charter and the inviolability of borders.

The Thai government and Thai society actively engaged in providing humanitarian assistance to Ukraine. As early as March 2022, the Thai Cabinet allocated funds for humanitarian needs through international organizations.

Conclusion

Today, the foundation laid by a series of intergovernmental agreements—from the establishment of the Joint Commission in 2002 to the signing of the Trade Agreement in 2017—serves as a reliable pillar for business and investment. Thailand remains Ukraine's one of the key trading partner in Southeast Asia, demonstrating stable trade turnover and openness to Ukrainian innovations.

The relations gained particular significance after 2022, as Thailand demonstrated solidarity with Ukraine on the international stage and provided humanitarian assistance to the civilian population. The future of our cooperation lies in the realm of high technologies, space programs, and participation in ambitious projects such as the Eastern Economic Corridor (EEC), which will become a vital element of the post-war recovery of the Ukrainian economy.
